Here are a few important points for RTI applicant-
1. If submitting the application directly to EPF office, address it to the CPIO of your SSA. See website of regional office for address of APIO/ CPIO : http://www.epfindia.com/rti_officers.html#ner
2. Application can also be submitted through postal department.
3. RTI fees can be submitted through cash/ IPO . currently fees is Rs. 10 only.

Circle Executive Council Meet of AIGETOA, Assam Telecom Circle was held on 1st May’2011 at New IB, Conference Hall, Panbazar Guwahati. The newly & unanimously elected Circle President Sh Jituraj Doley presided over the meeting where all the DS, DP, DFS from almost entire part of Assam Circle along with Circle office bearers attended the meeting. AIGETOA is thankful to one and all of the Kamrup(Guwahati) organizing committee for making this event very successful.

CS shri PK Sahu along with executive member sh B kumar & S Raveri met Hon'ble CGMT Assam Sh N N Banarjee and GM Fin (L/A) Sh Boro regarding Tenure transfer, Rule -8 and unsolved EPF cases. CGMT, assam assured the matters are being taken care and the circle is waiting for proper substitute. Association replied that it is not the officers but the management should be resposible for providing the substitutes for releaving the SDEs & solving rule-8 pending cases. CGMT again told that GM(Admin/HR) is going for Corporate Office new delhi very soon and definitly some conclusion will come out in the upcoming days.Regarding EPF, CGMT Assam & GM finance (L/A) also showed their concerned about the unsovled matters and they will consider for posting an executive (JAO) for looking after the cases for concrete solution.

New Delhi :
The Department of Telecom has a bailout package for the loss-ridden BSNL: a Rs. 60,000-crore project to provide broadband Internet connectivity to panchayats.
“BSNL would be the designated executing agency for establishment, management and operation of the national optical fibre network. It will also ensure that incremental OFC (optical fibre cable) is laid for providing broadband connectivity,” says a DoT proposal.
The project is to be financed out of the Universal Services Obligation Fund (USOF) contributed by all telecom operators, and BSNL would get a ‘charging regime’ determined by the Telecom Regulatory Authority of India (Trai).
The USOF had Rs. 18,706 crore as of last December, and gets about Rs. 6,000 crore each year. It would be used for entire capital expenditure while operating expenses would be provided for up to five years as “traffic growth in the initial period may not be adequate to meet this expenditure”.To pick BSNL, the DoT has sought exemption from clause 526 of the Indian Telegraph Rules, which require competitive bidding to select operators for USOF schemes.
The Trai had proposed that a National Optical Fibre Agency be set up to network all 63 cities covered under Jawaharlal Nehru Urban Renewal Mission with state optical fibre agencies formed to further spread the networks and backhaul to all habitations with a population more than 500.
The DoT chose BSNL saying that it has the “maximum optic fibre cable coverage” in the core layer, which constitutes the state capitals, district and block headquarters. The real reason, said officials, was to bail out BSNL, which posted losses of Rs. 1,823 crore in 2009-10.

AIGETOA-Jorhat SSA Executive meet on 12th Mar 2011:
AIGETOA Jorhat conducted the executive meet at E-10B building on 12th March 2011. The meeting was well organized by Sh Nibaran Wary (Org/Finance Secretary) Jorhat SSA and presided over by Sh Prakash Singh (District President). The representatives from all the batches were present. Circle Secretary Sh P K Sahu greeted the new members with welcome speech and the house listened to the grievances of the new comers patiently. The issues like standardization of JTO pay scale i.e, E-2 , fixation of DPC as per DoPT guidelines & EPF anomalies were discussed among the DR-GEs to find out the favorable and concrete solution.
On behalf of AIGETOA, CS appreciates Shri Prakash Singh & Nibaran Wary for their dedication towards BSNL in the field of TAX maintenance and CDMA services respectively. All the members are very much concerned about the betterment of BSNL services to the esteemed subscribers. It was decided that, in the near future AIGETOA-Assam is going to conduct the project wise service maintenance and monitoring for the BSNL services in all fields. At last the meeting was concluded with vote of thanks by Sh Prakash Singh.

CS Sh P.K.Sahu along with Web Secretary Sh Ravi Raj Birua met the DR-executives of Dibrugarh SSA on 10th Mar 2011 after the office hours. Various issues and grievances of DR-executives were discussed. Besides this a discussion on the present financial health of BSNL was also taken up by Sh.Sahu with senior officers viz. Shri Bharali and Shri Shabri alongwith several GE-JTOs from 2007 batch and later. All felt that its high time to motivate all for the better future of the company.

AIGETOA, Nagaon general body meeting held on 1st March 2011.
Sh Kamal Boro , District president presided over the meeting of AIGETOA Nagaon. District Secretary , Md Asif Jamal welcomed Circle secretary Sh Prabhat Kumar Sahu on behalf of Nagaon SSA. Point wise agenda were discussed by DP/Nagaon. Along with CS, VP AIGETOA,Assam, Sh Vivek Srivastava & CWC member Sh Biswajit Sinha addressed the hall as per the agenda issues. The officers of NETF & ETR raised their grievances in the hall about the ill treatment of the head office (Guwahati) of the concerned. All the officers raised the common voice about their EPF matters which are still unsolved by BSNL. DP , Sh Kamal Boro & Sh Sunil (SDE/CCN-NGG) enlightened many development issues for smooth functioning of BSNL in terms of customer services and new services launched by BSNL. AIGETOA assam is very much concerned about the personal pay issue of DR JTO’s of 2007 & 08 batches. In our meeting with GM(ETR) on 3rd Feb,11, we had raised this issues with him. Now again on 23rd Feb, Association met AO(cash) & handed over the relevant orders & clarifications issued from CO. We have been assured that affected GE’s will be given PP with arrears with pay of Feb month & onwards.

This is indeed a proud moment for us all. Our CS had been hard pressing this matter at every possible front.Be it in CEC meetings or at CHQ level. It is due to his efforts that our voice has now been heard & finally incorporated in the resolution submitted to the Hon. CMD, BSNL. Friends, as this issue will be under the discussions at CO level, let us be patient & have faith in the hon. CMD & BSNL management.
Dear members, assam is a hard tenure station and every outside recruited executive eagerly awaits the time when he/she will finally be released upon completion of his tenure. As per resolution submitted by AIGETOA CHQ-“SDEs posted in the hard tenure stations should be immediately relieved as and when they complete their tenure without waiting for the substitute. It is the responsibility of management to arrange suitable substitute based on longest stay well in advance.” AIGETOA-assam welcomes this statement. Also we would like to clarify that in the cadre of JTO’s , most of the cases of Rule-8 transfers are not maturing , just because substitute clause . so what happens today is that JTO’s have to wait for an indefinite time even after completion of 5 years. There is injustice to assam posted JTO’s. Thus It is the responsibility of management to arrange suitable substitute well in advance. NO NEGOTIATION & RELAXATION WILL BE ACCEPETD ON THIS .

Issues due for discussion in the forthcoming meetings with the circle administration & ETR
1. Wrong interpretation of corporate office guidelines wrt seniority fixtation. A case of Gross violation & deliberate aim to derail the carrier progression of Direct recruits by Assam circle administration. Also the seniority list circulated by circle office Dt. 17/09/2010, has missing names / irregularities. We demand immediate action in this regard vis-à-vis west Bengal model in totality. We want to assure our members that until proper/ correct seniority list is final , we are not going to rest in peace.
2. Again Deliberate & willfull attempt to suppress the young DR excecutives particularly in ETR assam. case of harassment of JTO’s by ETR SAG level officers. It is to be noted that during our strike JTO’s in ETR were deliberately & vindictively harassed & were forced to give Medical leave in lieu of our strike period. As of now wrt strike called by other associations on 20th April, 2010 no such action has been initiated. Neither “NO WORK , NO PAY” rule was impressed. This is utter injustice to our ETR members. AIGETOA assam is committed for justice to our members in this matter. We are of the view that lien be restored ie. Either the member’s medical leave be reinstated or same rule be applied to employees of ETR who participated in 20th April strike.

Today on occasion of Martyr’s Day Let’s remember Shaheed Rajguru, Shaheed Bhagat Singh , Shaheed Sukhdev & many other sons of this motherland. AIGETOA Assam Salutes its Martyres.
2005 Batch JTO,s have been targeted vindictively by BSNL management under Pressure from other associations with regard to LDCE. Exam notification has been done in October 2009. After nearly four months exam date has been notified. Why? This could have been done in January onwards this Year also. By notifying in this year 2005 batch would also have been eligible as per RR of TES-Gr-B. All this drama has been done to sideline 2005 batch DR JTO’s. What is the use of LDCE if a JTO can’t become SDE in 3-4 Years? By not letting us write this LDCE exam 2005 batch has to wait 7 years for writing LDCE !! Is this some kind of joke going on? RESOLUTION PASSED IN THE CEC HELD ON 14TH MARCH 2010 AT PANBAZAR, GUWAHATI
1. AIGETOA, Assam Circle fund is to be maintained within a single account number for banking purpose (as it is) but two separate database must be maintained viz,
(A) Current account – Which comprises the account for monthly contribution of the members.
(B) Saving account – Which holds the donated amount & registration fee contributed by the members for the welfare of association.
2. The monthly contribution must be collected in the receipt format from the members. ie, District secretary must provide the receipt to the member for collecting / getting the contribution fee from the payee.
3. Onetime adjustment (balancing) of the fund collected in the period of “operation sacrifice “ must be carried out for equalizing all members and their contribution under the same head.
CEC decided to form a committee to resolve the case within 31st of march 2010. The committee comprises CS,CP, ACS ( Rajeev Prasad), FS,AFS, all DS , Executive member (Biswajit Sinha & Pawan pandey) , Legal committee (S Pathak).
4. Data base of all district office bearer's are to be maintained in the AIGETOA-Assam web site.
